Lifting Operations and Lifting Equipment Regulations (LOLER) 1998 is a legal requirement for any business or organisation in the UK that has passenger lifts. These regulations exist to protect passengers, reduce risk and ensure lift safety is never compromised.
If you’re a Residential Management Company (RMC) or Duty Holder, you are legally responsible for arranging thorough lift examinations every six months. These inspections must be carried out by an independent, competent person (not your lift maintenance company).

Examination Frequency Requirements
LOLER sets out clear statutory intervals for passenger lift examinations. Missing a due date carries significant legal and safety concerns.
Passenger Lifts in Use
All passenger lifts used at work must be thoroughly examined at least every six months under LOLER 1998 Regulation.
New or Altered Lifts
Any new lift installation or one that has been substantially altered must be thoroughly examined before
being put into service for the first time.

A thorough examination is required following any exceptional circumstance. Such as significant overloading, damage, or a long period out of service that may have compromised safety.
